[BUG] Empire & Pirate Factions system colouring on the star map excludes all 0.0 (after rounding)

The Empire & Pirate Factions option on the star map only shows systems 0.1 or higher or -0.1 or lower, all 0.0 (displayed status, not exactly 0.0 true security status) is considered not to belong to these factions for some reason. If you select a specific NPC alliance this does not happen.
