This is a proposal pertaining to both mining and PvE.
Both of those have twin problems of
1) repetitiveness that isn't fun
2) botting that distorts the economy

Two problems in two systems can be solved by making isk/hr inversely proportional to hours/day. Another way of putting it is that the marginal gain of an additional hour of activity goes down for each hour spent. That way, the return on the first hour(s) of activity can be higher than currently, while total return realized by an attentive but casual player versus a botter differs by a much smaller factor. Thus, botting is disincentivized and attentive players can realize longer term goals with fewer hours at the keyboard.

There are a few mechanisms that could be put in place to realize such a relationship. For mining it could be a simple matter of boosting m3/sec until some daily m3 limit per character. (Explain this as implants overheating or something.) PvE is a little more complicated as it has more distinct revenue streams: bounties, drops, and missions. They could each have their own diminishing returns, or some sources could be overshadowed in favor of a single diminishing payout mode. Most likely that would entail reduced bounties and loot compensated by increased mission rewards for the first X missions per day. However, that would also require making missions or a substitute for missions more available in nullsec. Possibilities include installing agents of a chosen NPC corp as a sovereignty upgrade, or else some other objective-based framework apart from missions, such as attaching the bulk of the reward to hacking/arch nodes with a daily cap on opening them.

Interesting idea, but needs to be more fully fleshed out. Care must be taken with any sort of cap like this, lest the restriction seem arbitrary and unfair.

Horrible idea. Botters will just alternate between chars and train ssome new for marcomining. At the same time you hit people that actually enjoy that stuff (yeah dos are said to exist). Missions/mining need to be more random (that will enrage a lot of players too) so that both are not mind killing.
