You may find readings on the topics of Risk Management, possibility vs. probability, and the function of impact as it relates to judgement on determining acceptable vs. unacceptable risk.

Remember that while you and many others may internalize the risk assessment process, everyone has varying levels of risk appetite for varying reasons. I'm guilty of over simplification from time to time and I'd suggest you're making the same mistake here.
