Recently i finally got my retriever and i noticed that the mining strip tech 2 (modulated strip miner) whitch costs about 5M ISK
has the same mining time and much lower mining ammount than the tech 1 strip miner (2M ISK) and im wondering if this is a bug.

Unlike the T1 strip miners are T2 strip miners used together with mining crystals. You load the mining crystals into the strip miner in the same way as you load ammo into guns and launchers.

Without a mining crystal is the yield indeed lower, but once you load a crystal that matches the type of asteroid you are mining will it go up significantly.

At first will you only be able to use T1 mining crystals. You can use T2 crystals when you train the ore-specific processing skills to level 4, like the skill Veldspar Processing, which lets you use the Veldspar Mining Crystal II.

The crystals take damage with each mining cycle and eventually get used up and you have to load a new crystal. Loading happens automatically when you have spare ones in your cargo hold. So keep 2-3 spares in your carghold for each strip miner and it will last for a long evening of mining (several hours).

Loss is meaningful. Therefore is the loss of meaning likewise meaningful. It is the source of all trolling.
