Where can I find Miner starter pack for 4.99?

Were they expire?
I searched and found that their prices have raised to 20$
I'm considering alt toon for research but if it cost 20$...this toon will be aborted...

You do realise that the only thing you get in that pack that you can't get in day 1 of playing EVE is the cerebral accelerator, right?

I got my Caldari Explorer Pack for $4.99 in the GameStop App two weeks ago. Just checked it now and it's back up to $19.99, so looks like you just missed it. Here's the link.

The miner packs are fake. You need the PvP or Faction Warfare pack instead.

A quick check of the vendors on the official ETC Resellers list finds a number of them still have the various packs for 4.99
