Game Won't Open - Recently Changed To Fullscreen Mode

How do you enable windowed mode while not inside of the game. I took a look around the web and in the files for the game and found no clues to how to do this. Just how to do it from within the game. I also get socket closed errors a lot and it is getting annoying as hell. I have used vpn and normal isp connection and nothing seems to change. I've also reset my hardware and reinstalled EVE.
