Actually it's a very awesome feature . IT makes you more situationally aware assuming you aren't changing selected item every second.

The separation and perceived redundancy on the command is because they actually do work differently.

The dscan tracking camera is only one when the scanner is open and always tracks with the focus centered on your ship to provide perfect celestial scanning accuracy.

The normal tracking camera is to be more cinematic and has an offset for the camera focus so that your ship doesn't overlap it. This offset can be changed with the selected item menu. In a large fight this kinda of camera can help you be more situationally aware as well as ensures that you know where your target warps off to should he/she escape.

At first I was going to argue against the fact that CCP turns it on by default, but then I realized that for a new player it would actually be vital to them getting their bearings.

However, I will say that it needs to be placed up front in large letter that C can be used to toggle it, as well as point out the functionality of the selected items options menu and the difference between the main tracking camera and the dscan one.
