Identical Character Name Issue

I recently deleted a character and made another one with the deleted character's name. When I try to make an item transfer contract to the new character, the system thinks the recipient is the deleted character. The same issue occurs on the People and Places tool when searching the character name. Is there an amount of time before deleted characters don't register in the system?

Issue Resolved. It seems old character data is totally wiped after 24 hours.
