Well concider a real life example The FARC.
A para-militairy group funded by the cartels.

Besides certain covert missions by elite forces no law enforcement really dares to get in the controlled regions.
They are simply not the law in that area they have no power there!

Some might mark them as terrorists some mark them as freedom fighters in any case it is a real life example of such an existing group so why not in eve?
