Can I not explore highsec in a BC?

So I just got my 1st BC, a Harbinger, and I also was interested in trying out exploring, and since my new BC is my only ship with a utility slot for a scanner, and since I want to play with my new toy, it's what I want to use.

The problem Im having is that every site I find won't let me in in my BC! Someone told me to go to lower sec lvls, so Ive been spending time in .5 systems and still no luck.

So my question is: Can I not use a BC to do exploration sites at all in highsec, or have I just been having bad luck?

If you find a 4/10 DED you can use your BC.
The Data and Relic sites also should work

For 3/10 you need a cruiser size ship.

Is there a simple way to tell if it's a 4/10 without having to warp to it? So far Ive found all 3's and Im tired of wasting my time while trying to actually do something new and hopefully fun..

The name of the site, you can compare that to the DED site list on the eve wiki.

Watches and Vigils should let a BC in as well.

If you initiate the warp and cancle it fast (ctrl + space) you still get a pop up. That should tell you the DED rating, if it is a DED site.

I always used this overview: http://swiftandbitter.com/eve/dsp/highsec.html?str=21.00&f=0&sec=0
You can change the Faction from the dropdown menu in the upper part of the website.
You can then click of the sites name and get more information about them.
