Sorry man, you have very good posts, but this are not one of them, you are raging.
Since it's a new player question, why don't you talk about current frigate status.
Everybody knows that medium rails need help but please, tell me how small rails are terrible, or blasters, and the fitting nightmares of Galente frigs, or is this not interesting enough?

To the op:
Truth be told, both races have good frigs, dessies, cruisers. Chose at will man.
After this, things are being re-balanced at the moment, who knows what will happen in a few months.

Never said small rails blasters are bad ti's rather the other way, small rails and blasters were already good before changes.

Med rails are bad, med blasters (neutrons) lack range and can only work really good in specific hulls like Vigilant and Proteus due to specific bonus.

At small size and specifically frigs those guns are good, actually really good, new frigates and cruisers are easier to fit indeed but don't think from your point of view or mine with our full elite core certs but from the noob one and you'll see they will have trouble making anything work decently a bit more than with Matar.

Gallente is a good way to go don't get me wrong, but it's a rather specific game play and niche fights you're putting yourself in to and thus limiting the opportunities or options.

-Gallente interceptors are rather good, my Ares in fleets without combat booster/implants, only heat goes over 7.5km/s and this is awesome
-AssFrigs like Enyo are fantastic, a large group of these is a sight to fear

Past the small sized guns there will be few options to go with: Talos, Oneiros, Lachesis, Arazu, Proteus
You'll see some Eris, they're so fat and slow you don't need an instacane to pop them, same for Nemesis

In the end yes Gallente became a bit more interesting than 1 year ago fittings/dmg wise but its still doing the very same thing one year ago, still lacks a decent fleet BS and BC one because alpha is stupidly op the other because med rails are so awful everything you can think about will be better anyways, then drones for pvp...welp

EDit: and as I said in my first post to OP why not train for both? this is imho the best option he can ever make, yes he will get to bigger ships slower but doesn't matter, bigger doesn't mean better, having options however is always better.
