Fast Switching of locked targets is inconsistant- Any one else have the same issue?

Switching between locked targets like if you have 4 people locked and want to switch quickly works quicker then once per second some of the time but after about 8 switches some time wont accept the switch and will show it unlock able even though it is locked?

Any one else have this issue?
