Yes and that's why im pointing at it. Will CCP postpone this problem forever because it is at the bottom of the todo list?

Scam/spam bots are impossible to ban. They require no skilling and can be as effective on day 1 of their existence as day 15 of their trial account. Your scam/spam bot gets bans, make another trial account or 100.

Chribba has made simple statistic pointing directly at characters and their names that are obvious bots. If Chribba was capable to do this, I'm pretty sure that it would be no problems for devs also.

Automatic ban according those daily statistics would solve this problem (at least partially)

Those bots spam contract links. You can't use contracts on a trial account.

If the report isk spammer blocked you from seeing their message I could see that as being enough. I personally don't care for hundreds of blocks of people named "jlakijsdf asdflka". I see this as the least difficult method of dealing with this. And it works to reward others like me who don't like having 300 block entries from just one systems local chat.
