Accessing the Customs Office via Radial Button

Has anyone noticed that there seems to be no radial option to access a customs office? There are two empty slots in the radial menu, the North option being where you would normally open a container. Was this intended to be normal?

Maybe this is a better topic for Issues, Workarounds, and Localization, but I figured people in this forum would have noticed. Please move if appropriate.
