Found anomalie, but unable to warp to it

I was scanning yesterday in Akeva, I found a Sansha Data Test site and the signal strength was 100 percent. I did my thing, right clicked and found that I was unable to warp to the site. Am I supposed to do something after I find it or what?

Also, I was ratting in low sec, and there were two Sansha ships. A Sansha Juggernaut, and a Sansha Frigate. The Sansha Frigate wasn't displaying in the overview. Was that supposed to happen?
