Repair tool hangs on step 3: Downloading Recipes

I've been at this for about 2 hours now with no luck. I was unable to download the complete game with either the online installer, or the offline installer, I figured in a last ditch effort, I'd copy over my most recent backup of the CCP folder from my desktop, and try to update from that.

No luck. Launcher opens up and freezes on Validating Client. (I don't have Spybot S&D. Windows Security Essentials)
Opened up exefile.exe. It loaded, downloaded a small (under 10MB) patch, and tried to install it. That process froze up.
I killed it, and tried to run the repair.exe tool. Froze on Initializing. I read here on the forums that it's suggested to do a reboot before running the repair tool, so I did. Now when I run it, it freezes on step 3, Downloading Recipes. Here is the log up to the point where the tool freezes:

At this point the repair process freezes and will only close when I kill its process.
Please help! I want to get back in to the game :(

If it helps, this device is a Microsoft Surface Pro tablet with Windows 8 Professional. 4GB RAM. I'm experiencing the identical issue on my Samsung Series 9 running Windows 7. My home desktop running Windows 7

Are you having difficulties downloading the payloads for the offline installer only on your surface and laptop, but not on your desktop? Can you download the offline installer from your desktop and copy the files over to your other devices using a usb key or similar? You should then be able to install by putting all three files in the same folder and running the installer.
