New launcher: Slow UI and only updates on mouse movement?

While patching Odyssey I just noticed something interesting, that does appear to be some kind of UI bug. It didn't happen all the time, although it happened multiple times during "Creating EVE_ONLINE_... - Downloading: x MB / y MB".

Initially the progress meter only updated once every 5-10 seconds. However, while moving the cursor it updated instantly.
Once I stopped moving the cursor over the HTML content, updating slowed down again. This stopped after a while (and it just kept updating without slowing down), but after a while it started again.

Overall patch process is not affected, it's just some weird UI updating thing.

I don't think this is intentional and it didn't look like something random connected with bandwith or anything like that.

Not sure if it's related, but I'm on Windows 8, last played yesterday and my download bandwith is around 650 kB/s.
