I read the same thing you did. What is says doesn't mean it wasn't a DDoS attack. CCP has not changed that explanation (at least as far as I've seen). I read that as meaning that CCP was a victim of "a significant and sustained distributed denial-of-service attack (DDoS) against the Tranquility cluster" and that it was a DDoS attack that took "advantage of a vulnerability in one of the back-end services that support the operation of the Tranquility server."
