SVG in the IGB

I have a SVG image at http://zero-zero.tk/coalition-map/ and I am having issues with the viewport scaling correctly inside object tags in the IGB and When you load the image by itself there is no scroll bars. Is there any workaround to force the image to scale correctly and to enable scroll bars.
