Im not really following this entire topic but to break open the discussion if its worth it or not:
Most people in the T2 production business from back in the days were semi collectors. They build up usualy collection of T2 bpo's with the profit they gained form the ones in possesion. As example, back when T2 Capacitor rechargers did cost 20 mil isk the profit from 1 such a bpo was enourmous, maybe 5-6b a week ish. Bpo's that people actuly sold and not kept where bought up for far less isk than today. Years back, 500 milion isk was alloot if isk, which you actualy could net a T2 frigat bpo with some luck. This favoured the few over the many and the smart people kept investing in new ones. Keeping bpo's where the purchage cost are alleardy earned back form is lucrative. Squeezing out pure profits a week, imaging the bigger holders creaming out 70+ bil a week or 3,6T a year in pure profits + the increasing "rarity" value. The bigger the pool of "to invest" profits (profits are to invest pppl!!!) the harder it is to find low risk investments. Ofc you can always ditch a tril in minerals but thats not the point im trying to make here. The sprial is like a good poker game where some slowly collects more fiches than the person next to him untill there is 1 or 2 players left which will have a bigger legit low risk income bigger than some mayor alliances. Kinda a natural cycle of the economic's & monitairy system in "democratic" counties on mini scale (not exact stuffs) due the natural origin of the valuta priciples, in this case: Isk.
