Calculating Transaction Tax rate

I just sold something for 150 million. The Transaction Tax (Sales Tax paid to SCC) was 1,350,000 which is .9 tax.

My Accounting skill is level 4, therefore I believe the rate should be .6

The description in Accounting states: Proficiency at squaring away the odds and ends of business transactions, keeping the check books tight. Each level of skill reduces transaction tax by 10%.

If tax begins at 1%, it appears I am credited with only skill level 1 and not 4.

begins at 1.5% now (maybe a year or two)
