Indeed it has a rof and missile speed bonus,sry my mistake.
We had a couple BLOP changes done on the run recently before they get really taken look at and I haven't actually read my Widow description for over a year or changed is cargohold rigs or expander because there's no valuable reason for this.

Discussions were also on the run with CCP for this BLOPS concern and they actually said they wanted to introduce new ones to give attack/combat or support roles so maybe we'll see a Rokh hull actually capable to do dmg and something else than bridge or safely bring stuff to null.
