It seems weird to me that while in faction warfare you're locked out of lowsec stations that are controlled by your enemy but while in enemy highsec and non-fw lowsec you're not locked out.

It would seem that it would be better to have that you're not locked out in either, or if you are locked out you're locked out of both.

Maybe a compromise would be that you could dock in stations run by your faction's corps, like harboring terrorists type of thing, even while in enemy territory, while you can use all stations while inside your own.
