i just started finally using Capital ships and I asked if blue can use those cyno towers
I was told only Allaince can use them is it true?
and if so why only allaince not Blue also?

Yes, only alliance members may use Cynosural Generator Arrays.

As for why: Game Design. Part of that is the trouble in assessing who is allowed to jump to them if it's based on standings. Not to mention that for certain entities it would entail a list of jump destinations several times the height of your game client.

Not if it were filtered by jump range mind you.

Jumping to allied cyno towers would be a nice addition. People are just going to use throwaway T1 frigates anyway and that offers little gameplay value.

Because POS structures only have permissions for use by owning corporation or their alliance.

Access control lists for POS have been desired for years.

The Capital Ship Navigation window also only shows cynos on corp / alliance owned structures.
