How does someone wear something that's in their inventory?

I am not sure where I should post this, but I was wondering something. How do I wear something that is in my inventory in game?

I received the red star t-shirt as a promo deal, and I can't find an option that lets me put it on if I wanted.

If you are in the same station with the item you want to equip, enter character re-recustomization, from there you can choose the shirt.
