Am I reading this correctly, does the damage bonus only apply to tech 2 Arty/Autos? So me being a poor player, and unable to afford the many losses I'll likely incur from pvp, would it be better to hold off on training the Specializations for a while?

Yeah, the specialization's damage boosts only apply to the T2 guns, so if you don't plan on purchasing those t2 guns, the skill is basically not needed.

yes, the damage difference is 2% considering spec at I, so its barely noticeable. scouts are also easier to fit, specially Arty scouts.

but... you cant use T2 ammo on meta guns. you will find, specially flying frigates, that t2 ammo(barrage) opens up a lot of new tactical possibilities, enabling kills that wouldn't be possible otherwise.

so if you are learning its ok to start out with scouts or prototype guns (even cheaper but lower damage), just don't become over reliant on their ease of fitting, and don't become frustrated when some dude stays at your 1.5x falloff and starts melting you while your guns don't even scratch him :p

Don't spend your time in EVE as a 'broke' pilot. It's just not fun. Train those spec skills to IV and learn how to make isk.

You'd want t2 AC's for the barrage. It will be a go to ammo for kiting or for softening up a target before closing with RF ammo's.

You want the t2 arty for arty jag/wolf to get the most damage you can when you hit. Arty can be a streaky weapon. When it connects it connects. Or it jsut goes high and to the right into the burm. You want the most damage you can get when it does hit to compensate for when it misses.

Also if you ever go low/null sec you will face market shortages potentiall of liked named gear. You generall will always find t2 guns where ever you go. Even empire can have high meta market issues. Do you want to fly several jumps to restock your guns in worst case situations?

A couple of points:

You can PvP effectively in cheap meta fit ships. However, your not "as effective" as if you fully t2 fit it.
T2 weapons do more damage, as well as give access to t2 ammo (Scorch, Barrage, & Null) which is extremely useful in many tactical situations. Many t2 modules boost your stats a small bit more, which can be the difference between life and death in many comon situations.

Note, PvPing in cheap fit meta ships can be a great way to PvP on a budget. When soloing, you usually have to employ some tactic to hit your opponent's weaknesses. When in a group, the loss of potency compared to t2 fits is generally not all that relevant.

The adv weapon skills are usually quick to train to level 3, so there really is no reason not to train the first several levels.
