...have those sockets on their spine, also shown in the matrix? ...or only a highly classified pilots (aka us) have them. Normal citizens might have a chip card implant in their arm or something but nothing serious like spinal modifications...right? sorry for the dumb question.

Normal citizens don't have them. They're one of the things that clearly identifies capsuleers as capsuleers.

The sockets on our back are the external connector sockets for the standard-issue capsule interface implants, implanted into each capsuleer's body enabling the pilot to interact with the capsule and through the capsule with the ship and get the feedback directly.
Obviously then, normal citizens (non-capsuleers) do not have them, althought it is possible some of them may have similar implantation designed to interface with the modern technology.

It used to be safe to say that if one had ports he/she would be a capsuleer. However I have heard that in some circles 'normal' citizens have fake non functional or sometimes even semi functional ports installed by way of a surgical procedure. After all, many of the cool people are capsuleers, and some will do just about anything to be popular. Of course most cant afford to be immortal. ;) Nothing gets you laid as easily in a gallente nightclub as having a socket to plug in.

The Better Part of Valor states that inhabitants of Caldari stations do have ID implants.
