Replacing Stargates with a Gravity Well mechanic

I think the Jovians have their own Stargates so having the change come from them might not make as much sense. But yeah it can be any kind of new technology springing from the Eve galaxy.

To make it work with the existing systems of Eve the Stargates change would have to be accompanied by some other more minor changes. Increasing the effectivness of scanning, so that players can look for new things between systems, and to facilitate PvP and pirating. They've already got a pretty nice visual system going in for the Odyssey expansion, so working with that could be relatively easy.
Players and corps would also need ways to defend their space effectively. Combined with the improved scanners for earlier and more effective detection and interception there could be deployable probes that give early warning, or drop ships out of warp if they are crossed. Even though there are no more Stargates certain routes into a system will be more common than others because of the position of neighboring stars.

The major problem with your suggestion of using the warp drive for long-range travel would be power requirements, which would be stellar, given that a warp of ~100AU already costs around 1000-1500GJ (or capacitor units), without warp drive operation trained.

Capacitor use for jumping would be modulated by two factors.
1. Massive objects facilitate longer and faster jumps. So asteroid belts, stations and planets will get you around the system just like now, but you'll need a pretty giant planet or the systems sun in order to jump to another system. These objects could reduce the cost to jump by their size, the bigger the size the less the capacitor cost.
2. Jump capacitor requirements could be logarithmic. in this way the cost between jumping 1 au to 100 au might be half your cap, but the cost between jumping 100 au and 10,000 au might be the other half.
