No, but they could hire mercs to dec their competition and gank NPC corp miners. This is certainly possible with the new ice mechanics. Should have the added benefit of pushing more ice miners into lowsec and nullsec.

Lots. I know ppl that would start ice mining just to get a war dec from the evil ice empire corp.


Hell, there were enough of us that went ice mining during the Goon interdiction just to be arsey.
