Nullsec and Incursions

I was thinking the other day that it would be more interesting if Incursion events actually impacted residents who live in those systems or just are simply holding SOV.
What I had in mind was that as incursions escalate, these Pirates escalate their operations from, just sitting around in a "warp-to" location waiting to be shot at, to an actual active attack strategy focused on attacking SOV structures and industry upgrade structures. once cleared, if not confronted and stopped, the incursion fleet could move on to attacking POS's, starting with large 1st.

with NPC Pirate AI as a whole, the code is boring and unrealistic and this could apply to the entire EVE universe. Why must these rats just sit around and wait to be shot at? Give these NPC's some real AI and some flexibility to camp stargates and stations in all sec regions. Would certainly make some of the game mechanics for NPC AI a bit more interesting, diverse and chaotic and gameplay might be a bit more fun from a PvE aspect.
