Scanner radial menu buggy

Strange (annoying) things happen when I open the new radial menu on the scanner next to the console:

1) I can't move my mouse cursor above the halfway point of the screen if the menu is still open

2) If I click anywhere with the radial menu open, it returns my cursor to the center of the scanner radial menu.

With either restriction, I can see a thousand people getting blown up because they couldn't click something they needed to.

Apologies if these have already been reported.

Feel free to post this in the actual feedback thread.

With the increase in shiptoasting, the Report timer needs to be shortened.
