As with everything else in EVE it's very situational. What are you hunting, where, are you actively stalking or waiting to spring a trap. Everything in EVE is rock/paper/scissors.

To start with I agree with those suggesting T1 frigates. Get comfortable, figure out how you like doing things, then try to find the ship that works the best.
