Dust District Ownership FW Bonus Broken?

Dust district ownership doesn't seem to be calculating correctly.

I'm in Ardar. It has 3 temperate planets. These should account for a total maximum bonus to capture status by 37.5% (12.5% each)

Ardur III: TLF with 5 of 7 districts (71%)
Ardur IV: TLF with 6 of 7 districts (86%)
Ardur VI: TLF with 4 of 5 districts (80%)

System says +17.4% bonus for the TLF militia.

I cannot do any math that gives 17.4% as a fraction of 37.5% that somehow accounts for district ownership.

...Thinking... Is the game broken, or am I not able to figure out the math here...?

nobody cares about Dust I guess... Even though it can mean that it takes the original 30 ish hours down to 15 hours to plex down a system...

The Dust link is apparently broken on the Dust side as the games are only spawning very rarely. This might be affecting the bonuses.
