API issue with M-Cached queries

Hi,

I noticed that (some of) the XML files returned by the API for Modified Short Cache queries return "Cached until" and "Datatime" timestamps that are both equal to the current time of the server.

This happens for the kills file (https://api.eveonline.com/map/Kills.xml.aspx); I'm not sure about other files.

As a result, some clients might hammer the server, as they are told the data they receive are already out of date.
