Rifter will still teach you more about small scale pvp than 90% of the other boats. The versatility of fits and ability to counter fit most things is great but you need to study how to fly it or you'll get stomped by the more specialised frigs from other races.

And before the haters slam my post. Ignore them, they are just bitter the rifter isn't an i-win button anymore (hint: it never was if you knew how to kill them but it was 'easy mode' for frig pvp for a long time)

Allow me to present, the most successful Minmatar ships for the RvB environment. This is based on a solo perspective, so don't fly the thrasher into fleets.

Slasher: I like EWAR

Highs:
150mm Autocannon II (x3)
Small Unstable Power Fluctuator

Mids:
Experimental 1mn Afterburner I
J5b Phased Prototype Warp Scrambler
X5 Prtotype Engine Enervator I
Balmier Series Tracking Disruptor

Lows:
Damage Control II
200mm Reinforced Rolled Tungsten Plates I

Rigs:
Small Projectile Burst Aerator I
Small Anti-Kinetic (or explosive) Pump I
Small Trimark Armour Pump I

This fit pretty much kicks and frigates ass that depends of cap to run or has bad(ish) tracking. It cripples Slicers and makes blaster ships flail as you kite them at ~7500m with Barrage ammo. DPS is paltry (about 97dps non overheated with close range ammo) but with enough time it will chew through anything.

Thrasher: Lock pop it pod it

Highs:
250mm Light Artillery Cannon II (x7)
[Empty High Slot]

Mids:
Limited 1mn Microwarpdrive I
Faint Warp Disruptor I
X5 Prototype Engine Enervator I

Lows:
Gyrostabilizer II (x2)

Rigs:
Small Ancillary Current Router I
Small Projectile Collision Accelerator I
Small Projectile Metastasis Adjuster I

This Thrasher fit will absolutely demolish anything frigate or Dessy sized that makes the mistake of clicking approach. It can burn like no other and on my alt with her nav skills it tops out at around 1700m/s. The tracking is fairly good for artillery, and in the off chance that a frig gets into web range, simply apply it to him and burn away. A note on the web, keep it overheated at all times, because the extra 3km of range may just save you from a brawls frig like a Merlin or Incursus. Stay away from ships that are know for housing at least 1 tracking Disruptor. These include but are not limited to, Hookbill, Condor, Kestrel, Crucifier, and to a lesser extent, Slasher (many slashers are AB, Scram, Web, MSE).

Thrasher: 400mm Plate

Highs:
200mm Autocannon II (x7)
Small Unstable Power Fluctuator I

Mids:
Limited 1mn Microwarpdrive I
J5b Phased Prototype Warp Scrambler
X5 Prototype Engine Enervator

Lows:
Damage Control II
400mm Reinforced Rolled Tungsten Plates I

Rigs:
Small Anti-Kinetic (or explosive) Pump I
Small Trimark Armour Pump I (x2)

This fit is a damn good brawler. That's about it. This thrasher is a nice and simple brawl fit. No bells and whistles attached, just gank and tank. Eats most brawl fit frigates but has an issue with scram kiting frigs, but you can't always have your cake and eat it too.

Now for something a little bigger,
Stabber: Get Stabbered

Highs:
425mm Autocannon II (x4)
Small Unstable Power Fluctuator I (x2)

Mids:
Experimental 10mn Microwarpdrive I
Warp Disruptor II
Small Capacitor Booster II (Navy Cap Booster 400)
Large FS-9 Regolith Shield Induction

Lows:
Tracking Enhancer II (x2)
Gyrostabilizer II (x2)

Rigs: For these you can either go with more tank or more speed, or a mix of both
•Tank: Medium Anti-EM Screen Reinforcer I
Medium Anti-Thermal Screen Reinforcer I
Medium Core Defense Field Extender I
•Speed: Medium Auxiliary Thrusters I
Medium Polycarbon Engine Housing I (x2)

The Stabber is the king cruiser of kiting, but it often runs into cap issues with running its point, MWD, and occasionally Neuts. This fit solves that all by sacrificing some tank, for more stamina and gank. It can nearly perma run the MWD while injecting Navy 400 boosters, and can reach out and touch someone to 30km+ with Barrage. The DPS is paltry at around 230 with Barrage, but is a wee bit higher at 293 with RF Phased plasma (or EMP or fusion). Don't expect to kill anything quickly, but do laugh as they flail around trying to catch you. With the speed rigs fitted, it tops out at around a cool 2700m/s, or 2200 m/s with shield rigs. Your main prey of choice in RvB with this fit will be frigates or destroyers that have become separated from the pack, and the occasional solo cruiser. I really can't say enough how well this ship crushes destroyers, it just does. Stay farrrr away from anything with a scram or a web, becuase they spell death for your poor little Stabber.

The above projects a ton of DPS when flying in the outer scram/web ranges. Rockets cannot miss and the damage is also augmented by your capacity to immobilize targets (scram+web). The talwar also has a very nice damage type bonus against armor tanked ships (making this hull a good alternative for the Corax as a rocket brawler), as well as a MWD signature bonus that provides you with extra survivability when spiralling in to make a scram.

Kite at the outer skirts of heated web/scram range so that you can deter damage from ACs and blasters, and keep pounding with Rage rockets. Kills almost any frig/dessie it can catch.

Notes:
- you can replace the rocket launcher with a small energy neutralizer... which is perfect for killing active repping frigates and/or destroyers.
- if you have issues with fitting things, you can always toss the rocket launcher and leave the high-slot empty.
- if on a budget, meta equipment will work perfectly.
- the rigs are cheap and definitely add some "oomph" to your ship.
- The armor version of this is largely the same... simply swap the Gyrostab for a 400mm plate, the shield extender for a web (or Ewar of choice), and the shield resistance rigs for armor ones.

Id pick a Breacher before Slasher or Rifter anyday. Awsome Brawler with a nice tank. Also a fine kiter.

Also the Thrasher can be great for many things
