Keep in mind that Plex are an item that CCP are obliged to honour as an expense, lets say as an agglomerated cost of 30days worth of player bandwidth, server electricity costs and server maintenance costs and profit. If for reasons inexplicable the whole of Eve uses Plex for one month and pay not a penny, this from an accounting viewpoint reduced their outstanding liability, or legally a unsecured loan.

As an internal economy it makes sense to allow this so as to reduce the outstanding liabilities.

This is the reason that they went for micro transactions in Plex denominations of Aurum, to increase usage of plex without a simultaneous rise in usage for accounts. CCP would book a profit by moving the liabilities column to the income column as I understand the system.

I bought the CE with Sterling, but have no objections to others using Plex as a proxy to currency.
