What makes me wonder, though, if a ships specific sensor strength still influences this.

If i read correctly (back then) a ships onboard scanner finds sites according to its own sensor strength,
making the apeothes... apeotho... apeo... you know it ... a great ship for onboard scanning,
because it has high sensor strength in all four classes.

btw ... where did it say that with the new onboard scanner, ice-sites don't have to be probed down
as counter-measure to having them visible all the time ? I know that SoundWave used devhaxx for
the hacking site he warped to ... he mentioned his bad scanning skills ... so this one definitely had to be probed down.

How is that a nerf to Ice mining? Or is it because bots will have a hard time functioning properly?

If anything this will probably be a buff for non-botters. But i guess that's the problem.

Why would any active miner be pissed about these changes. It will increase profitability of mining and weed out some bots.
