Tengu/Subsystem/WH effect bug still not fixed

Everytime I jump into a Tengu with "Supplemental Screening" subsystem from our ship maintenance array it has 75% shield .
It's been like this for a long time and it's extremely annoying.

Living inna pulsar, trying to maintain a quick response team, and often that spesific tengu is perfect for the job but I often can't use it because shields are at 75% when I jump into it and we won't have the time to wait for it to regen or switch mods around to shieldboost back to 100% before I can actually engage without a handicap.

I dunno if it's the subsystem or the wh effect causing this but it can't possibly be working as intended.

Can u please PLEASE fix this?
