Issues, Workarounds & Localization

So this was happening to me about two years ago, or when ever they started implementing the secondary challenge to log ins, and when I initially filed a petition I was told I had to contact my ISP for some such thing...anyway it made no sense to me and I don't remember what it was except it wasn't CCP's fault. So now I have been gone for almost 8 months and decided to resub my three accounts. So I got into two, but the third account won't let me in because I can't pass the character log in challenge. I used all three characters and none work. The log in info and password are good, the same as they always were, and I checked my characters on evemon to make sure I had the right ones for that account.

So I filed the obligatory petition but now I don't know where I will see this petition. Will it show on the account I can't access, in which case I will never see it? I guess there is still email confirmation of petitions, though I really can't remember from the last time I played, and I usually did everything through eve gate, not through emails with support. Anyone know if there is a way to view petitions for an account with out logging into it? I guess my only hope is that I get an email confirmation and can reply via email to support, or I have no idea how to access this account. I know it's fan fest weekend so I expect I will hear nothing until next week. Kind of blows, I really wanted to get all my accounts going this weekend, and this is the same issue I had before. It seems to only do it on this account as well, which is also weird, the same account I had to petition before.

Has anyone else had this problem and or heard of a work around? I tried IE, Chrome, Firefox, the browser does not seem to make a difference.
