He could quite easily sell a character to his nephew for 0 ISK.

That's pretty much the same as gifting isn't it?

Yes, you could gift/sell character for 0 isk, you can send him isk etc and it would be completly according to the game rules.

HOWEVER, do know that it might look very suspicious(atleast I would think so) to CCP as it can look like RMT when either of you is investigated for it. If your nephew starts selling items with RMT, you'll most likely be banned.

This not only goes for characters, also for isk/in game items. Giving items away to someone whos banned for RMT'ing can get you banned for RMT involvement. Doesn't matter if you knew about his activities or not. Atleast so I've been told.

To be honest, the safest way is to open a petition and ask a GM if he can approve it and confirm that you're 2 different persons,if you can proof that he's your nephew that might help and that are not involved in RMT.

He will also find it very hard if he wants to join a corp likely on his own long run. This scenario would raise so many red flags for a lot of corps doing recruitment right.

It's not the best idea, since you'll be robbing him of one of the defining aspects of EVE.

Tedium and waiting?

No, the experience of building something you can be proud of.

This should never be part of the game unless it can be stolen/destroyed by another player. Lol

Yes you can give him a character (it will cost you ofc)
No, it doesn't have to go through the bazaar, this only needs to be done if you are selling the character (which can only be sold for ISK according to the EULA)

And I've had this told to me by a GM a couple of months ago

However, said GM also advised me that its better to 'sell through the bazaar' as it affords some protection if something goes wrong (but its family, surely you can trust family...)

For piece of mind, do what has been suggested and sell for a stupid low price, confirming it via a thread in the bazaar that both you and your nephew post to

Giving him a high level character will rob him of the games learning curve and due to the age of the character. people will hold him to standards that he cannot possible live up to.

The very sun of heaven seemed distorted when viewed through the polarising miasma welling out from this sea-soaked perversion, and twisted menace and suspense lurked leeringly in those crazily elusive angles of carven rock where a second glance shewed concavity after the first shewed convexity.
