Either one would work. The more times you square root it, the smaller the gap becomes. And as a matter of fact, it is the mass which is dramatically different between ships, while velocity is relatively similar. Therefore, it would probably be best to use sqrt(mass)*velocity, or perhaps even sqrt(sqrt(mass))*velocity or cbrt(mass)*velocity.
