Greetings,

Following completion of government sortition and elections in the Serenissima Respublico of Elusenia, both the Consiglio della Respublico and the Senedd have agreed to open up the second city of New Kaili to off-world capsuleer corporations. Both office and industrial space is on offer and, in accordance with Elusenia's nil taxation policies, no taxes of any kind will be levied from corporations who choose to settle in New Kaili.

Your employees who are expatriated to Elusenia will have access to rentable accomodation, from affordable apartments to luxurious maisons, as well as entertainment venues along Shenshou Avenue. Organic food and produce is available, imported from neighbouring countries on Vale IV. New Kaili is only a short magrail journey to Elusenia's third city, San Moireach, located on the northern coast of the country. Seaside activities and water sports are available, in addition to the luxury tourist resort of Fate Atolls just a ferry ride away. Please note that San Moireach is still under construction, as is New Kaili. The capital of Caerleon is nearing completion. Lei Weici Spaceport, Elusenia's main off-world transport hub, is within the greater area of New Kaili. The Elusenian Defence Force's main military base, EDF Cevestis, will also be located in New Kaili's canton.

In more pragmatic wording, the Destiny Foundation will be able to profit from the abodement of your employees in Elusenia, which will go forward to fund our humanitarian endeavours across space for the benefit of the destitute. As Elusenia is not a signatory of the Federal Charter, you will not be obliged to pay taxes to the Federation Government, nor be in compliance with Federal Law. Nonetheless, off-world corporations who settle in New Kaili cannot undertake activities or operations that are in violation of Elusenian law. Corporations affliated with entities identified as piratical by CONCORD are disallowed from settling in New Kaili, as Elusenia does not recognize the so-called pirate factions as possessing any political legitimacy.

Inversely, corporations from any of the four sovereign empires are welcome in Elusenia. Corporations of Amarrian origin that engage in slavery are no less welcome than any other organization, but please note that slaves will not be permitted on Elusenian soil bar special exemption. Ultimate discretion rests with the Elusenian Government, as does the right to eject off-world presence from New Kaili and environs.

Please note that your employees will not be counted as citizens of Elusenia, nor will be eligible for nationalization for as long as their corporate employer is an organization other than the Destiny Foundation. This means that they will not be eligible for government sortition or electoral suffrage. However, in accordance with the principles of equality, expatriates in Elusenia will have the same rights as ordinary citizens excluding that of which has already been outlined.
