Sortition to commence for the Elusenian Senedd and Servizio Civile

Greetings,

I am Isyllt Stelechos, the newly-appointed Provisional Governor of the Serenissima Respublico of Elusenia. I assume this position from Augustus Inhonores, Chief Executive Officer and Co-Chair of the Destiny Foundation. Born in Sinq Laison and educated in Federation Law, I have spent the majority of my professional career working amongst the civil services of several Matari states in my home region. My appointment to Provisional Governor marks my first move into politics, for which I am humbled.

Establishment of the Senedd and Servizio Civile

The first decision of this new Provisional Council of Elusenia is to commence immediate sortition of candidates for deputies of the Senedd, the Respublico's legislature, as well as the Servizio Civile, which is the bureaucracy. As a demarchy, all Elusenian citizens are eligible for sortition, assuming certain prerequisites are met. As passionate proponents of democracy, we believe that Elusenia's virgin status provides the optimal platform in implementing popular rule in one of its purest forms.

There are one hundred (100) seats in the Senedd, and an undisclosed number of positions open in the Servizio Civile. No specific education is required for Senedd deputies. Civil servants must be in possession of an accredited university education in a relevant field, combined with at least one (1) year's worth of professional experience in said field. Citizens will be appointed as civil servants in areas relevant to their field. The prerequisite of a citizen being a full-time and non-volunteer employee of the Destiny Foundation is assumed, as all Elusenian citizens are by extension members of DES-F.

The requirements for Senedd eligibility are the following:

  • Citizen must be at least 22 years of age
  • Citizen must possess a general secondary education at the minimum
  • Citizen must be of sound mind and in possession of no criminal record


The requirements for Servizio Civile eligibility are the following:

  • Citizen must be at least 22 years of age
  • Citizen must possess a university education at the minimum
  • Citizen must have at least one (1) year's worth of professional experience in their academic field
  • Citizen must be of sound mind and in possession of no criminal record


Any Elusenian citizen that meet the requirements will be eligible for sortition at random by the Respublico's chief artificial intelligence, GABI. If a citizen is selected, they will be relinquished from all prior responsibilities in the Destiny Foundation and be required to serve a minimum of three (3) months in either the Senedd or Servizio Civile. In the case of the Senedd, all deputies will be cycled out following term expiration and replaced by another group of eligible citizens. In the case of the Servizio Civile, a third of all civil servants have the option of retaining their position for an additional three (3) months presuming minimum performance standards are met. In both cases, citizens who have already served the minimum three (3) month term will not be called up again for another five (5) years.

The above is a variation of several democratic models already in use across the Gallente Federation.

What's next?

Once both the Senedd and the Servizio Civile have been established, the application process for the Consiglio della Respublico (the collective head of government) will begin. Only Destiny Foundation employees are eligible for submitting their application.

The requirements for Consiglio della Respublico eligibility are the following:

  • Candidate must be at least 35 years of age
  • Candidate must possess a post-graduate university education at the minimum
  • Candidate must occupy an incumbent management position in the Destiny Foundation (the Board of Directors are excluded from eligibility)
  • Candidate must either a) have a minimum of five (5) years experience working in any recognized government, b) have a minimum of five (5) years experience working in corporate management, or c) have served at least one (1) term in any recognized political office
  • Candidate must be of sound mind and in possession of no criminal record


Applications will be submitted before the Senedd by the Servizio Civile. The Senedd will then proceed to sort through all candidates, and will either accept or reject individuals according to their sound judgement. Accepted candidates are then presented before the electorate, and voting will begin. Voting is compulsory in Elusenia; all citizens at 16 years of age and over will submit their ballot.

Once all seats on the Consiglio della Respublico have been filled, the Ministers will then select a Prime Minister from amongst themselves. The Prime Minister will be presented before the Senedd, who will either approve or reject the Council's judgement. As the Consiglio della Respublico is a rotunda mensa (round table), the Prime Minister is merely primus inter pares (first among equals) as president of the council. He, she, or it will not serve the role as head of government; that position is collectively filled by the entire Consiglio della Respublico. Ministers on the Council will serve a minimum term of six (6) months.
