hi im looking to do the fist epic ark could some one tell me the best ship , fitting for that ship and the location if somene could tell me that il be gratefull o7

A destroyer with a salvager, the drone salvage gives you a lot of money. You want to train for a cruiser by the end though as the last boss is hard. It starts in Arnon.

I think Noahs ark and HMS Ark Royal were more epic. They were much better arks

The most epic ark I can think of was Raiders of the Lost Ark.

A well fit Dramiel can handle the epic arc in a day or so, but otherwise, a dessie and/or cruiser should do fine.
The arc is ment for newbies, so not very hard to complete. There's only 2 'hard' encounters in the whole arc, killing a neuting cruiser and his friends near the end and the last fight.
As a newbie, a dessie should do fine, and by the time you reach those areas, you should have had plenty of time to train up for a basic cruiser to finish those 2 off. Any cruiser will probably be fine.

Does railgun ammunition come in Hollow Point?

Noah's Ark was pretty bad ass, that dude could hold all the animals in the world on it, if that's not epic, then I don't know what is!

You don't need 250 DPS for Dagan. 100-120 DPS of right (explosive, kinetic to a lesser extent) type should suffice.
It goes down neatly even to ~170 DPS of "wrong" (EM/therm aka lasers) type.

All in all, you'll probably need a destroyer to complete the ark as a new character with somewhat low skills. Thrasher and Catalyst should do it. You'd probably be better with long ranges weapon systems for the most part (railguns or artillery, depending on your ship bonuses), but may wish to switch to short-ranged guns (autocanons or blasters) for mode DPS on Dagan.

Also don't forget that many mission in the arc are there to provide small hints on how things may work in EVE. Among other things, "Our man Dagan" mission provides a clue that if you can't take somebody down on your own, it's not a bad idea to look for someone with similar goal and to team up.
