How to counter ships that can kite?

If you are not at a jump gate you should always avoid being caught by a kiting ship (especially Condors, Hookbills, and other missile spamming stuff as well as Daredavils and Dramiel) by just warping away once he lands. In faction warefare you can warp to a plex and try to make him following you so that he lands within your scram range, which is a good approach to kill them if you get the point + scram in time.

Otherwise the only way is to do the "sling shot" to get them into scram range. Which only works well if you are agile and using an MWD. If you want to raise your success chances then you should invest into Snakes and an off grid boost (yes I hate it too!).

If you want to train sling shots I propose that you make the kiter follow you to a gate. Near a gate you can practice to get a scram on the enemy. Don't use any other weapons until you have him scrammed, this will give you the option to just jump though the gate to escape in case you find out that he is too fast for you to catch him. Stay therefore always close to the gate, d

Could drone boats be useful for this? I'd imagine frigates would still be able to kite you, but standard cruisers and larger wouldn't be able to out run your drones.

You could use web and/or warp scram drones to slow down the person kiting and close to range to melt them with blasters or pulses.

Another thing you could try is setting up a sniper fit. Kiting only works if you actually follow them. As they burn away you can hammer at them. You'll need to fake that you will follow them or else they will catch on and be under your optimal where you die, so bring something that can tank effectively as you will actually need to follow them for a little bit. If they get careless you'll become the one kiting :)

To my experience drones are rather useless once the kiting ship hits 4500 m/s or more while orbitting you. They usually have huge problems keeping up with the target. Maybe this works better for speed bonused drones like you have on some Destroyers.

Use smack tackling. You smack in local at ana amazing speed so that you start to influence their behavior and make them get closer to you just ot make you shut up :P
