Out of Pod Experience

Hi, I am looking for a programmer/web designer that can help me create a lottery system for EvE. It is a simple "lottery" type program that I need to assign ticket numbers to players for individual lotteries and post them to a website which I will be hosting. Using the games API function, I need the program to view my wallet transactions, and select only the ones that have that specific lottery number in the "reason". The amount received would then be converted into a number of total tickets (variable upon the price per ticket) and it would assign the character the ticket numbers based on the number of tickets they purchased. Once it assigned the character the ticket numbers it would post the information on a website (similar to this: Web Example 1 ). I am not looking for perfection, just simplicity and functionality.

I can pay using isk preferably, other payments may be an option. If you have a portfolio that would be helpful as well as experience in this area.
