Why do T2 ships have bonuses based on your T1 skill when that skill always has to be 5 anyway?

Take the Guardian for example.

Amarr cruiser is required to be 5. Despite this the Guardian has this bonus:

Amarr Cruiser Skill Bonus:
150% bonus to Energy Transfer Array and Remote Armor Repair System range
20% bonus to Armor Maintenance Bot transfer amount per level

Role Bonus:
-65% power need for Remote Armor Repair Systems
-50% power need for Energy Transfer Arrays


Why doesn't the Guardian just have the Cruiser bonus as a combined role bonus?


Compare this to example the Augoror:

Augoror:
Amarr Cruiser skill bonus per level:
12.5% bonus to Remote Armor Repair System repair amount
5% reduction in Remote Armor Repair System capacitor use

Role Bonus:
1000% bonus to Remote Armor Repair System and Energy Transfer Array range
200% bonus to Energy Transfer Array transfer amount



The Guardian has the Augorors skill bonus as a role bonus and then it has the Augorors role bonus as a skill bonus but based on Amarr Cruiser which will always be 5 anyway so why give it a bonus per skill level at all?


Note that after the summer expansion that will not change either.


This isn't the only ship that has this. The Anathema is another example:

Amarr Frigate Skill Bonus:
5% bonus to rocket damage per level
5% reduction of capacitor recharge time per level

Despite Amarr Frigate being required to be 5.

Since the ships in question work reasonably well in their intended roles I don't really see a problem here. I guess the UI could be a little more intuitive by just listing the T1 hull skill bonus as another roll bonus. But why bother changing it if everyone is already used to it?

Why bother adding it in the first place is what I wonder.

Instead of adding a flat bonus they took that existing flat bonus that they had already decided on and split it into 5 pieces that were connected to a skill that can only ever be 5 anyway.

I'm asking what the logic behind it all is. Did Covert ops used to not require frigate at 5?

No, but there's currently a fringe case involving command ships. The skill requires BC 5 to train, but the ships don't require BC 5 to fly. If you get podded and lose BC 5 but still have the CS skill, you can fly CSs and not get the full bonus from the BC skill. But presumably that goes away in June.

*shrug* It might have had conceptual meaning to the designers. Like maybe it helped them balance hull bonuses against other hull bonuses and skill bonuses against other skill bonuses without getting them mixed up?

Or maybe they envisioned a system under which the T1 ship skill wasn't required at 5 to fly the ship, or just wanted to allow for later flexibility.

Because each ship has bonuses. It's the easiest way to see those bonuses when looking at the different ships. You are correct in saying that it's a little useless, however I would imagine that it was just the easiest way for them to differentiate the ships.

Cruiser V is required to start learning the logistics ship skill but is it required to fly it? If not, there might be a situation where you are at Level IV or even below (repeatedly losing an argument with a smartbomb, for example) but still can fly your Guardian.
In this case, the respective Cruiser skill bonus would matter.

No actually Cruiser 5 is not Required to learn logistics but you need both Cruiser 5 and Logistics 1 at the same time to fly the Guardian.

The same goes for Covert ops ships. Frigate 5 and Covert Ops 1 as Primary and Secondary skills.
