Exploit?

Not had time to try this yet but may be someone can explain. If in low sec (0.4 and below, im in 0.4 atm) and they are criminal this means the gate guns shoot them?

So is there an exploit at the moment that if two people agree to duel this stops the gate guns shooting them and infacts means the criminals can sit on gate without the inconvenience of the gate guns?

There is a current exploit but its not exactly like this.

If you accept 6 duel requests at the same time, while in sight of gate guns, and then agress someone who you didnt agree to duel, then you will be attacked by the gate guns.

The workaround for this exploit is to accept 12 duels at the same time, while in sight of the gate guns, and then to attack the gate guns themselves. This triggers the workaround which releaves you of your ship, thereby stopping the gateguns from shooting you.

Since the cessation of their usefulness is imminent, may I appropriate your belongings?

Close, but not quite.
If (and only if) someone triggers a criminal flag in full view of the guns, the guns will shoot them. Simply having a c-flag is not enough to make them angry.

Triggering a suspect flag within view of the guns will also get them to shoot you, but if you warp out and back they won't shoot you anymore. Same if you warp to a different gate or station.

So im watching criminals and -10 sit on gate with no gate gun and that's perfectly fine?

Right. I forgot that lowsec basically substitutes s-flags for c-flags. Lol

Aside from the trouble criminals (as in; c-flagged pilots) would have to move around after getting flagged as such in highsec, this holds true for all space. Being -10 is not illegal — it just angers the faction police. The gate guns are not faction police, but CONCORD, and CONCORD only cares about illegal acts.

Guns won't fire unless people commit an offence, working as intended.
Gate and station guns are there to provide punishment for transgressions committed within their immediate jurisdiction, leave that jurisdiction and they reset.

In the beginning there was nothing, which exploded.

This is a recent update with the crimewatch system, I'm assuming you didn't bother to read about it?

It has been that way for a long time. Guns don't agress, unless you agress in front of them. The main difference now is, if you agress in front of them, warp off, and warp back, they will stop shooting you.

I understand that, but the thing i think i haven't mentioned is that i get engaged by these pilots and still the gate guns don't shoot them.

Maybe CCP should spend a little more time with FORMAL SPECIFICATION for their "risk/complex" algoritms prior to implementing them along with proofs of correctness, you do not have to use full blown Z to do this, you can use a simplified notation such as Q-Notation, simple first prder predicate logic for pre and post conditions and loop invariants.

OP, before Retribution a criminal act, whether or not in direct view of the sentry guns, made them mad at you for 15 minutes. Even if you warped off and came back later, the gate guns would still spit hot death at you. This has been changed, now the gate guns will only agress when they observe a direct criminal act for which you don't already have a flag. This means Mr. Flashy can now blow up your ship, make a 300Km warp, and collect your corpse before it's truly well frozen.

The criminal acts are being actioned on the gate with no intervening gate guns.
