My previous post was for a bigger character, but decided to scale back my purchase.

Wants:
Arrow Good fitting skills, prefer 5s
Arrow Generic gunnery skills @ 5
Arrow Hybrid turrets a plus
Arrow Advanced Weapon Upgrades (prefer 5, but willing to settle for 4)
Arrow Drones a plus, but not required
Arrow High Sec capable, or close to it.

I believe 10-20m can cover these. Looking for a smaller ship specialist at this point and I can grow it from there.
