You have an extremely valuable intel tool called local chat, it gives a list of everyone in the system. If you see someone you think you can potentially engage, first check in local if he has any friends in system. Local knowledge is also important as it could be the case that that is his home system. On the one side it means he'll most likely have friends there, on the other hand most of them might be docked up and afk.

If you see local suddenly increasing after you've engaged someone do your best to bail, as it's his friends who were waiting next door, again here you have up to a minute of advance warning before they actually show up.

The directional scanner will give you an insight into what is flying around in the solar system, add all this up and make a judgement call on wether you have a chance or not. A good knowledge of the different ships and what they are capable of is also important.

E-war counters:

Energy Neutralisers: Capacitor Booster, never try and make your pvp ship cap stable, use a cap booster so you can inject capacitor when you need it.

Web: Energy Neutraliser, ECM, keeping out of web range, killing the tackle before it gets under your guns.

Scram: Same as web

ECM: Fit an ECCM mod to increase your sensor strength making you more difficult to jam, kill the ECM'ing ship before it lands a successful hit (ECM is chance based), ECM him before he gets you, set drones to agressive and have them out.

Sensor dampeners: Sensor booster

Tracking disruptors: Tracking computer, tracking enhancers.

You can never have a counter for everything on 1 ship, so knowledge of the ships you are engaging and what their strengths and weaknesses are is key.
